although we do not appear to have seen Sir David's report it does not seem to be necessary to enter into correspondence in the press upon questions which are a matter of opinion, but we think that Kennedy should draw attention to the points he suggests. We have no comment to make on the suggested letter which appears to be all that is necessary under present circumstances.

Perhaps we could be furnished with a copy of Sir David Owen's report for our records.
